Memorial Dr. E and 36 St S.E. road improvements

Project Update – July 2026

Memorial Dr E. reconstruction

The City is completing a full-depth reconstruction of the westbound lanes of Memorial Dr E. Construction is expected to take several months.

As part of this reconstruction, the westbound lanes have been reconstructed and are open to traffic.

Our contractor, Aecon, is completing all remaining concrete work at the 36 St S.E. and 39 St S.E. intersections, as well as paving the asphalt base layer for the next five-to-six weeks.

Removing the existing asphalt and paving the base layer of the eastbound Memorial Dr E. lanes is scheduled at the beginning of September.

Once all the base layer paving is complete, we will install the final top layer of asphalt for all lanes of Memorial Drive as well as the 36 St S.E. and 39 St S.E. intersections. This work is scheduled in September.

36 St S.E. road improvements

Work continues this year to complete improvements along 36 St S.E., including removing and replacing concrete, building the pathway along the west side of 36 St S.E. and finishing intersection tie-ins at Radcliffe Dr S.E. and 8 Ave S.E.

Sidewalk widening will continue on 36 St S.E. from 8 Ave S.E. to 17 Ave S.E, with various lane closures needed to complete the work.

The sidewalks along both sides of 36 St S.E. will be closed in two-to-three block segments to remove and replace the concrete. The segments will be staggered to avoid working on the same block at the same time.

Traffic signals update

The City completed traffic signal work at 36 St S.E. and Radcliffe Dr S.E. this summer.

Sanitary line installation on Fonday Way and Radcliffe Dr S.E.

Coordination is ongoing to ensure seamless construction phasing and staging between projects.

Note: Road construction timelines are dependent on several factors (e.g. weather, site conditions, materials availability) and are subject to change.

Traffic and community impacts

  • We know construction can be inconvenient. We are doing our best to reduce the impact on your community.
    • Lane closures: At least one lane will stay open. Watch for road signs.
  • Lane closures will happen during the day. We will let you know ahead of time.
  • Pathway and concrete work: 9 a.m. to 3 p.m., weekdays; 7 a.m. to 8 p.m., weekends
    • Sidewalk work (one-to-two weeks per block): 24/7 (limited time)
    • Paving: 7 a.m. to 8 p.m. on weekends
  • Work hours: For all construction activities, working hours will generally be from 7 a.m. to 6 p.m. on weekdays and from 7 a.m. to 8 p.m. on weekends
  • Noise and vibrations: You may hear or feel construction, but we’ll try to keep it minimal.

About the project

As part of a continuing program of major road restoration, The City is completing pavement rehabilitation and road reconstruction on Memorial Drive E. from 36 Street S.E. to Marlborough Way/ 39 Street S.E. and 36 Street S.E. from Memorial Drive E. to 8 Avenue S.E. Multiple sections of the roadway show excessive distress, various cracking patterns and severity that have affected pavement performance.

This project will improve roadway operation, surface characteristics, and help to ensure the road continues to be safe, functional and in great condition for years to come. These upgrades will bring the road up to modern standards, improve traffic flow, enhance safety and pavement performance while improving connections for pedestrians and cyclists.

Project details

The project will include:

  • Full pavement reconstruction for Memorial Drive E. westbound lanes
  • Mill and Inlay (120mm) for Memorial Drive E. eastbound lanes
  • Mill and Inlay (100mm) for 36 Street S.E. roadway
  • Removal and replacement of damaged curbs, sidewalks, medians and islands, and wheelchair ramps
  • Various safety improvements on Memorial Drive and traffic signal relocations at the Memorial Drive E./ 39 Street S.E. and 36 Street S.E./ Radcliffe Drive S.E. intersections
  • Construction at multiple locations of new walking and wheeling connections or connections to the existing network
  • Replacement of any catch basins that are damaged or in poor condition
