Solutions for Achieving Value and Excellence (SAVE)

The City is committed to aligning our services with the wants and needs of Calgarians, and to deliver them in an effective, efficient and financially sustainable manner.

We are working to find a balance by streamlining our activities while still maintaining safety, protecting the environment, and providing the quality of services that Calgarians want and expect.

What is SAVE?

The Solutions for Achieving Value and Excellence (SAVE) program:

  • Sets out a strategic approach to cost-savings that will help address the realities of The City’s financial situation while minimizing the need for future across-the-board reductions.
  • Helps us to find these savings while maintaining or improving overall customer satisfaction and citizen outcomes.
  • Targets savings of $24 million by the start of 2021, and $50 million by the start of 2022 from tax-supported budgets.

Why Now?

On November 29, 2019, Council approved a 0% tax rate increase for 2020 and, as a result, directed Administration to identify and implement at least $74 million in operational savings. A minimum of $24 million in savings is to be implemented by the start of 2021 and a minimum of an additional $50 million by the start of 2022. This work expands on the $143 million in savings and efficiencies that The City has already achieved since the start of 2019.

overall customer satisfaction and citizen outcomes.


Next Steps

In addition to spearheading savings initiatives developed and advanced internally, the SAVE program will seek the collaboration of an external consultant to provide additional perspective on potential efficiencies and opportunities. On January 15, 2020, The City released a Request for Proposal (RFP) to hire an external consultant to support SAVE. Scheduled to be onboarded in spring 2020, the consultant will be integrated into the existing SAVE program team and support Administration’s efforts to achieve the goals of the SAVE program.

The SAVE program will report to the Priorities and Finance Committee (PFC) monthly with updates on the progress of achieving operating budget savings.
