Funding programs for housing development and supports

The City of Calgary is committed to working closely with other orders of Government to support the sector (non-profits and private industry) with a number of different funding opportunities. There is a pressing need to increase the availability of housing and affordable, safe and sustainable options for Calgarians.

We are actively partnering with other orders of Government and delivering City-led funding programs, including fast track affordable housing development approvals, taking necessary and significant steps to address the housing crisis. Learn more about our programs and resources below.

Resources available for non-market housing providers

  • Housing Accelerator Fund

    The City has been awarded $228.5 million to fund seven initiatives under the Council approved Housing Accelerator Fund (HAF) Action Plan.

  • Rapid Housing Initiative

    The Rapid Housing Initiative (RHI) provides funding to support the rapid development of new permanent affordable housing units for people prioritized by Canada Housing and Mortgage Corporation under the National Housing Strategy.

  • Indigenous Affordable Housing Funding Program

    The Indigenous Affordable Housing Funding Program will support housing that is owned, designed and delivered for Indigenous People, by Indigenous people. This program accepted applications until November 30, 2023.

  • Non-Market Housing Land Sale

    The Non Market Land Sale Program (NMLS) is the sale of surplus City-owned land at below market value to experienced non-profit affordable housing developers. Learn how you can get involved.

  • Housing Incentive Program

    The Housing Incentive Program (HIP) is available to non-profit organizations for affordable housing projects in Calgary. HIP includes both pre-development grant opportunities and a rebate on City permits and fees to encourage the building of affordable housing units and stimulate the economy.

Development Applications

Planning & Development provides a Customer Coordinator, Affordable Housing as a single point of contact for all non-market housing applications and planning inquiries. The Customer Coordinator can help you determine the City resources that may be available to you, and arrange an expedited timeline to efficiently move your non-market housing application through the approvals process.

    The Home Program provides funding to non-profit organizations to deliver projects that increase housing stability and successful tenancies for affordable housing residents or people in housing need.

Property tax exemptions for non-profit affordable housing providers

Non-profit affordable housing providers are eligible for tax exemptions. New applications must be submitted for The City to review eligibility.
