The City of Calgary is preparing for the March 23, 2026 Public Hearing on the repeal of Blanket Rezoning. City Council will consider an amendment to Land Use Bylaw 1P2007 (Blanket Rezoning).
Meeting Details
What: Public Hearing Meeting of Council on Planning Matters, specifically the proposed Citywide rezoning change. Calgarians can register to speak and/or provide a written submission.
When: Monday, March 23, 2026 at 9:30 a.m.
Duration: Due to the large number of expected public speakers, the Public Hearing Meeting of Council will extend over multiple days.
Where: Council Chamber, Municipal Building, 800 Macleod Trail S.E., Calgary.

What Does This Public Hearing Accomplish?
The March 23 Public Hearing will decide the future of Citywide residential rezoning, often referred to as “blanket rezoning.” This hearing is required before Council can make any final decision to repeal the policy currently in place.
At the Public Hearing, Council will consider the following change to the City’s Land Use Bylaw:
This Public Hearing allows Calgarians to provide direct input to Council. Residents, Community Associations, businesses, and housing groups can submit written comments or speak directly to Council. Their feedback becomes part of the public record and must be considered before Council votes.
Ultimately, this Public Hearing enables Council to legally change the Land Use Bylaw. Under the Municipal Government Act, a public hearing is required before Council can pass or repeal a land-use bylaw. Without the hearing, Council cannot legally change the zoning rules.
The outcome of the Public Hearing will determine how residential development applications are processed in Calgary going forward.

Providing a Written Public Submission
Written public submissions must be provided to the City Clerk’s Office no later than 12:00 p.m. on Monday, March 16, 2026 and be in a form which can be reproduced in the written record of the Public Hearing Meeting of Council.
Submissions received by the City Clerk after the March 16 deadline will not be accepted by the City Clerk nor provided to Council.

Two attachments of up to three megabytes each can be attached to your submission. Instructions for providing larger files such as audio-visual files are available at calgary.ca/publichearing, under the link “Uploading your presentation file Tip Sheet.”
Written public submissions may also be hand-delivered, mailed or faxed; however, written public submissions provided by these means will not be included in the public portion of the Council Agenda.
For information technology security reasons, no materials will be accepted via USB memory sticks or devices.
General Information
Each speaker for the Public Hearing Meeting of Council will be grouped in panels. Each speaker will have up to five minutes to speak to Council. Once an entire panel has finished, each Member of Council will have up to seven minutes to ask questions of the entire panel.
This Public Hearing Meeting of Council is expected to last multiple days. Please follow progress and panels at calgary.ca/agenda or by watching online at calgary.ca/watchlive.
All public speakers and those entering Council Chamber will need to pass through security including a bag check and metal detector. No outside food or drinks are permitted in Council Chamber.
Complimentary transit tickets are available to in-person participants who use public transit to attend the Public Hearing Meeting of Council.
