The Home Program
The Home Program provides grant funding to projects that directly increase housing stability and successful tenancies for affordable housing residents or people in core housing need. It is funded by The City of Calgary and has four priority areas:
- Education and skill building - Increase individuals' knowledge and skills to successfully maintain and remain in a home.
- Financial empowerment - Strengthen individuals' financial inclusion, knowledge, behaviours and opportunities.
- Community inclusion and integration - Increase participation, engagement and involvement of individuals with the local community, services and supports.
- COVID-19 response - Support for housing providers and organizations serving vulnerable populations in dealing with added risk, challenge and hardship due to COVID-19 to maintain stable housing through the pandemic.
Please note: Financial relief to cover lost wages, rent payments and utility bills are not eligible for Home Program funding. Other local, provincial and federal grants are available to address these critical needs. For information on available resources and supports for economic relief, visit:
In 2021, the Home Program will expand investment to also include Partnership Initiatives. Partnership Initiatives are transformative projects that help Calgarians maintain their housing in the immediate term, and have potential for lasting systems change. Who can apply
Non-market housing providers and non-profit organizations serving residents of non-market housing are encouraged to apply. Organizations must be registered as a non-profit and hold $2,000,000 in liability insurance.
Application submissions are now closed.
- Submissions must align with the overall goal of increasing housing stability or increasing successful tenancies in one or more of the Home Program priority areas.
- Projects that have received Home Program seed funding in a past year can apply in 2021 for limited additional support to sustain and carry forward work that is aligned with 2021 Home Program objectives. These projects are referred to as "Sustainability Initiatives" and use the same form as new projects.
- The Home Program provides a maximum contribution of $25,000 for Community and Sustainability seed grants.
- The project must be significantly underway in 2021, fully completed within 24 months and have related contingency plans for project implementation to operate under COVID-19 restrictions.
- Organizations may submit multiple applications.
- If the applicant is not a housing provider (i.e. the applicant is an organization that serves affordable housing residents but does not provide housing), please confirm support of a partner housing provider. How to apply
The online application form does not save your answers, so it must be filled out and submitted in one sitting. You can prepare your answers beforehand and copy them into the online application form when ready to submit.
Contact the Home Program Administrator to discuss project ideas, eligibility or ask any questions.
Eligibility of project expenses:
- Eligible expenses include salaries related to project implementation, rental of space, project materials, meeting costs, office expenses, volunteer engagement and recognition. Capital purchases may be considered as a component to support programming.
- Expenses that are NOT eligible include ongoing or core operations, payments directly to individuals or families, academic research, religious activities, fundraising events, expenses incurred prior to approval of Home Program funding, debt, emergency funding, land, building or vehicle purchases.

The Home Program funding applications will be reviewed by City of Calgary staff. Final funding recommendations will be made by a grant evaluation committee and approved by appropriate signing authorities.
Applications for funding will be assessed on:
- The project’s alignment with the Home Program’s priority areas
- Clarity of the project plan and activities
- The fit between the project activities and the proposed budget
- The demonstrated need for the project
- The level of impact or involvement on individuals in non-market housing (applicants and/or residents) or individuals in core housing need
- The organization’s capacity to complete the project
- The project implementation plan, including potential for the project to be significantly underway in 2021 and contingency plans related to operating under COVID-19 restrictions
- Once an application has been approved, a signed grant agreement between the successful applicant and The City of Calgary will be required. Any required documentation will need to be received by The City of Calgary prior to fund disbursement.
- Successful grant recipients will be required to submit the final reporting requirements within 30 days of the project end date. A template will be provided. Where applicable, a focus on outputs and storytelling will be accepted.
- Final reporting will include a financial report of how the funds were distributed, list of partners, outcome and output measurements, representative spotlight stories and lessons learned. Organizations will have the opportunity to provide a less formal calendar year-end update.
- Grant recipients may be asked to include a participant satisfaction survey (where applicable).
