About the Infill Fast Track Program 1.0

This pilot program is designed to expedite the review and approval process for Development Permits (DP) and Building Permits (BP) for three missing middle housing typologies in the City of Calgary. The public interest aspects of a discretionary development permit application will be preserved. This program builds on our existing processes, aiming to accelerate the development of infills by streamlining the review and approval stages.

Program Goals:

  • Faster Approval Timelines: Achieve quicker approval times for high-quality designs that fit standard R-CG lots in the inner city, catering to the diverse needs of Calgary’s communities.
  • Predictable Outcomes: Providing consistent and predictable timelines, costs and built form, making it easier for homeowners to develop their properties if they wish, contributing to more houses on the ground. 

Key Outcomes:

  • Streamlined Process: Simplify the approval process by offering concurrent process of BP, DP and DSSP for the three missing middle housing typologies on R-CG parcels.
  • Enhanced Predictability: Utilize pre-reviewed designs to create predictable housing forms, eliminating the need for review by the Development Approvals Review Team (DART).
  • Accelerated Reviews: Reduce the DP, BP and DSSP (if required) review time for reviewed designs to approximately eight weeks, facilitating faster inner-city development.
  • Design Catalogue: Develop a comprehensive catalogue of pre-reviewed designs (DP & BP) through a transparent and thorough design selection process.
  • Improved Service Levels: Enhance service levels by providing more predictable timelines and costs for building applications.

Why are we doing this?

Between 2023 and 2028, Calgary is projected to welcome approximately 110,000 new residents. To accommodate this growth, the Infill Fast Track Program (IFTP) 1.0 aligns with current City goals and Strategies aimed at increasing the supply of housing and encouraging diverse housing options.

  • Provide diverse housing and supply in developed communities on R-CG parcels.
  • Streamline planning processes for better service delivery.

Calgary’s Municipal development plan (MDP)

  • Contribute to increase in housing supply, as outlined in the Municipal Development Plan (MDP 2020, section 2.3.1), by accommodating a mix of dwelling types to meet various housing needs and enabling people from diverse economic and demographic backgrounds to live in the same community.

Proposed Calgary Plan

  • Enhance service delivery while supporting diverse housing options, which aligns with the Proposed Calgary Plan (3.1.4 Housing – a: allowing a variety of housing types in all neighborhoods through supportive policies, processes, and regulations).

Call for design submissions

We are currently accepting designs to create the Infill Fast Track Program 1.0 Catalogue. The design submissions must be one of the selected typologies:

Design submission summary:

  • Submit your designs from April 1 to April 29, 2025.
  • The design submission is open to everyone to apply. One design is permitted per applicant/Designer in only one of the approved typologies. 
  • Designs must meet minimum design criteria as outlined.
  • Must meet applicant eligibility.
  • Up to nine (9) designs will be selected to form the Catalogue.
  • Review and decision for selected designs by end of May 2025.
  • Successful and unsuccessful candidates will be contacted via email by early June 2025.

  • 1. Submit Your Design

    April 1 - April 29

    We are accepting submissions April 1 to April 29, 2025.

  • 2. Evaluation Process

    April 30 - End-May 2025

    The evaluation team will first check for a complete application and ensure the design complies to the minimum design submission criteria. The designs that meet these requirements will then be reviewed by a panel of City staff using the IFTP Design Evaluation Criteria.

  • 3. Final decision

    Beginning of June 2025

    Once the design evaluation is complete, we will contact successful and non-successful applicants via email by beginning of June 2025.

  • 4. Infill Fast Track Program 1.0 Design Catalogue

    Expected June 2025

    Selected designs will be featured in a design Catalogue available on the City of Calgary webpage June 2025.
