West Elbow Communities Local Area Plan Chapter 3: Supporting Growth

 Community Investments and Implementation Options

The West Elbow Communities share amenities, services, parks, open spaces and public facilities as no single community has everything residents need.

Communities rely on their interconnected features. These include commercial amenities and services, Main Streets and Activity Centres, recreational opportunities, and multi-use pathways that surround and weave throughout and between neighbourhoods.

Chapter 3 and Appendix A of the Plan include investment priorities for community improvements. These priorities don’t have funding or timelines yet. They may be implemented by The City, developers, or community organizations if and when funding becomes available.

The Plan identifies six goals that align with the Plan’s six core values. These goals guide local objectives to support the Plan’s vision. 

These goals include:

  • Supporting and respecting historic places and spaces 
  • Enhance parks, open spaces, and natural areas 
  • Improving mobility in and around the area 
  • Increase housing choices for people 
  • Providing more daily needs and amenities within walking distance 
  • Identifying mitigation measures that address hazards caused by a changing climate 

Housing for All

Supporting diverse housing options throughout the Plan area to meet the needs of all 

  • Support mixed-market housing and non-market housing

Parks, Open Spaces and Natural Areas

Enhance parks, open spaces, and natural areas

  • Improve the ecological functions of natural areas like the Elbow River valley 
  • Identify investment and improvement opportunities in parks and recreational facilities like South Calgary Park and Glenmore Athletic Park 

Safe and Convenient Mobility

Improving the safety and accessibility of all mobility options to and through the Plan area  

  • Improve pedestrian and active mobility modes including community corridor and pathway improvements
  • Support transit station area improvements near Sunalta LRT Station, Erlton/Stampede LRT Station, and BRT Stations

Daily Needs and Amenities

Enabling a diversity of businesses throughout the Plan area and improving access to daily needs and amenities  

  • Support Main Street improvements to 10 Avenue SW, 17 Avenue SW, 33 Avenue SW, Macleod Trail S, 4 Street SW, and 14 Street SW
  • Explore opportunities for local commercial uses

Climate Resiliency

Identifying mitigation measures that address hazards caused by a changing climate  

  • Support sustainable development practices 
  • Improve resiliency to climate events such as flooding 

Historic Places and Spaces

Celebrating the unique histories of the West Elbow Communities 

  • Explore opportunities to commemorate the Plan area’s diverse histories 
  • Support the retention of historic buildings
