Green Line LRT Project

Procurement of the Green Line

The Green Line LRT is a city-shaping project that will improve mobility in north and southeast Calgary, that connects people and places, and will enhance the quality of life for all Calgarians.

Stage 1 which extends from Shepard station to 16 Avenue N. station will be constructed in three different segments:

Construction on segment 1 is expected to begin in late 2021.

Segment 1 procurement

Segment 1 of the Green Line LRT will be delivered using a Design-Build-Finance (DBF) model, meaning that design and construction are combined under one contract. The DBF model uses stakeholder input upfront to define the contract requirements. The contractor will use the technical and design requirements in the contract to develop the detailed design which will be delivered at a later date. This delivery model provides better cost and schedule certainty, with design and construction risks transferred to the contractor. 

On July 24, 2020, The City of Calgary released its RFP for Green Line segment 1 (Shepard to Ramsay/Inglewood) the following shortlist of pre-qualified proponents who were invited to submit proposals to the RFP for segment 1.

This next phase in the procurement process, Request for Proposal (RFP), involves a rigorous competitive process to select a team that can effectively carry out design, building, and financing of the project. Each successful proponent is asked to submit a proposal for review. At the end of this process, typically 12 months, the segment 1 contract will be awarded to the most competitive bid.

In June 2020, the provincial government initiated a review of the Green Line LRT project. After significant engagement with the provincial government, the current segment 1 procurement was paused to allow for more time to respond to the concerns and recommendations raised by the province. It is not uncommon for mega projects, such as the Green Line LRT, to continue to be evaluated and adjusted if needed given the period of time required for completion.

As joint funding partners we remain committed to take the time needed to address the province’s additional objectives, and we are hopeful we can resolve those questions in early 2021.

Low-Floor Light Rail Vehicle (LRV) procurement

On February 1, 2019 The City released the Request For Qualification (RFQ) for the Green Line’s new fleet of light rail vehicles (LRV). In June 2020, The City released a Request for Proposal (RFP) to four shortlisted proponents.

The RFP process is anticipated to take approximately nine months, with a successful LRV Supplier to be announced in Q1 2021.

Frequently asked questions

How do I become a preferred vendor for the Green Line project?

All bid opportunities (including Green Line project and Enabling Works) are advertised through Merx Calgary and Alberta Purchasing Connection (APC).

The project is being procured via the Design-Build-Finance (DBF) model. Teams are shortlisted as part of a Request For Qualification (RFQ) process and only prequalified Proponents are allowed to move to the next stage of the process which is the Request for Proposal (RFP) stage.

How can I partner with your prequalified parties?

The RFP prequalified Proponents are responsible for seeking their own vendors as part of their bid. 

Green Line will not be prequalifying vendors outside of this Council approved process and we will not be sharing contact information for our prequalified Proponents.
