Stuart Dalgleish

Title: Chief Operating Officer

Areas of focus: As Chief Operating Officer, Stuart creates value for Calgarians through leadership across four City operating departments. Departments include; Planning & Development Services, Infrastructure Services, Operational Services, and Community Services. These teams provide Calgarians with planning and infrastructure services, safe and clean drinking water, fire protection and response, an integrated pathway system, flood resilience and mitigation, and waste and recycling services in addition to many others. Stuart characterizes these departments as being all about “place and people services."

In this role, Stuart supports the Chief Administrative Officer, leads a One-City service delivery approach, and implements corporate priorities where multi-disciplinary, collaborative, and coordinated solutions are required - such as with public safety, climate, housing affordability, and regional initiatives. His commitment is to ensure that The City delivers services that meet citizen expectations while positioning Calgary to compete on the world stage for talent and business.

Stuart’s capacity for strategic alignment has positioned him as City-lead and steering committee member on transformational city-building projects essential for downtown revitalization, including: the Event Centre, BMO Centre Expansion, and Arts Commons Transformation project.

Stuart is a champion of Equity, Diversity, Inclusion, and Belonging practices within the City and throughout City service delivery.

Career history: Stuart first joined The City in 1988 as an intern, and has held a number of roles over the years including Assessment Director and City Assessor, Director of Development & Building Approvals, General Manager of Community Services, and most recently, General Manager of Planning & Development Services.

This role is well suited to Stuart given his experience leading public service functions with a view to improving service delivery, seeking efficiencies, and establishing a “Calgarian, business and customer business first” approach. He appreciates that municipal governments must continually adapt to the evolving needs of our city and are focused on delivering what matters to Calgarians.

Stuart holds a finance-based Master of Business Administration (MBA) degree and an Advanced Bachelor of Arts degree in Public Administration. He is also a Certified Professional Accountant and an Accredited Assessor with the Alberta Assessors’ Association and the International Association of Assessing Officers.
