The City of Calgary’s Housing Strategy
What is the Housing Strategy?
Approved by Council in September 2023, the Housing Strategy is a comprehensive plan to:
- increase the supply of housing,
- support affordable housing providers to make a positive impact,
- enable The City’s housing subsidiaries to improve service delivery,
- ensure diverse housing choice to meet the needs of equity-deserving populations, and
- address the affordable housing needs of Indigenous people living in Calgary.
The Housing Strategy delivers a variety of measures that work together to address the complexity of housing and housing affordability. Some measures will be completed in the short term, and others that will require further research, public participation, and subsequent Council decisions.

The Housing Strategy - What we've achieved to date
Halfway through the second year of implementation, the Housing Strategy is already seeing positive impacts.
Accomplishments to date, include:
- To increase affordable housing supply, seventeen sites have been sold below market value through the Non-Market Land Sale, to create 835 new homes. In May 2025, $30.7M was awarded to the first round of projects through the Housing Capital Initiative, expected to create 480 affordable homes.
- Council approved a new property tax exemption bylaw for non-profit non-market housing providers to further support affordable housing providers to provide the lowest possible rents.
- We continue to enable City housing subsidiaries to improve service delivery by working with Calgary Housing, Attainable Homes Calgary, the Calgary Municipal Land Corporation and Silvera for Seniors on critcal projects.
- The City is working to ensure our programming is addressing the needs of equity deserving groups, such as the non-market Whitehorn Family Housing project which will provide 52 families with children who are at risk of or are experiencing homelessness with housing and supports that meet their needs.
- A “For Indigenous, By Indigenous” Housing Program, Maa’too’maa’taapii Aoko’iyii’piaya, is being created to meet the distinct housing needs of Indigenous CalgariansWe are very honored to work with the Housing Solutions Elders Advisory Committee on this program.
- Calgary saw remarkable growth in residential building permits, recording the highest housing starts per capita in Canada with 20,165 units in 2024. This trend continued in the first quarter of 2025, with Calgary leading all Canadian municipalities in housing starts and contributing 55% of Alberta’s total housing starts.

Why we need the Housing Strategy
Every Calgaryian deserves a safe and affordable place to call home. Enabling housing is essential and it touches the root of many social issues. One in five Calgary households are spending more than 30% of their income on housing. With the prospect of welcoming another 110,000 new residents over the next four years, the scale of the challenge we face is significant.
Calgary’s competitive advantage as one of the world’s most liveable cities where housing is relatively affordable is at risk. We need more homes in all shapes and sizes in all neighbourhoods. This will help support Calgary’s prosperity now and for future generations.
Teams across the City are working collaboratively with market and non-market industry partners and leveraging funding from other levels of government to enable and increase housing supply, choice, and affordability for all Calgarians.
